Repeals Section 8.39 of S.L. 2013-360.

Requires local school administrative units to provide schematic diagrams (including digital versions) and emergency access to key storage devices such as KNOX boxes to local law enforcement agencies.

Requires local school administrative units to provide schematic diagrams and emergency response information to the Division of Emergency Management at the Department of Public Safety for School Risk Management Plans and School Emergency Response Plans.

Mandates that schematic diagrams and emergency response information are not public records under G.S. 132-1 and are exempt from public inspection under G.S. 132-6.

Requires school administrative units to provide updated diagrams and access information to law enforcement and emergency management when substantial modifications are made to school buildings, with a compliance deadline of June 1, 2015.
