Reenacts G.S. 115D-5(b)(11), which had been repealed by Section 10.6 of S.L. 2013-360, restoring the senior citizen tuition waiver program.

Provides a tuition waiver for North Carolina residents age 65 or older covering up to six hours of credit instruction and one course of noncredit instruction per academic semester at community colleges.

Appropriates $970,000 in recurring funds from the General Fund to the Community Colleges System Office for the 2014-2015 fiscal year to implement the waiver program.

Takes effect July 1, 2014, and applies to senior citizens who enroll in community college courses on or after that date.
