Board of Governors of The University of North Carolina must evaluate and report by December 1, 2014, on the feasibility of establishing a school of optometry at one of seven specified UNC constituent institutions: Chapel Hill, East Carolina University, Elizabeth City State University, Fayetteville State University, North Carolina A&T State University, North Carolina Central University, or Winston-Salem State University.

Report must include projected capital, operational, and other expenditures necessary to establish and operate an optometry school, available funds to assist with expenses, and projected number of applicants.

North Carolina Independent Colleges and Universities, Inc. (NCICU) is encouraged to examine and report by December 1, 2014, on the feasibility of establishing an optometry school affiliated with an NCICU member institution, using the same reporting requirements as the UNC system.

Reports must be submitted to the Joint Legislative Oversight Committee on Health and Human Services and the Fiscal Research Division.
