Repeals the Opportunity Scholarship Grants program authorized by Section 8.29 of S.L. 2013-360, eliminating scholarship grants to eligible students attending nonpublic schools.

Repeals Part 2A of Article 39 of Chapter 115C of the General Statutes and removes language defining scholarship grant funds as state funding under G.S. 115C-555.

Transfers $10,000,000 from the North Carolina State Education Assistance Authority to the Department of Public Instruction for fiscal year 2014-2015 to offset previous budget reductions.

Appropriates an additional $1,797,941 from the General Fund to the Department of Public Instruction for fiscal year 2014-2015 to fully eliminate the average daily membership adjustment related to the scholarship program.

Directs the State Board of Education to make no allotment reductions to local school administrative units in the 2014-2015 school year related to the Opportunity Scholarship Grants.
