Expands Medicaid eligibility effective January 1, 2015 to include all people under age 65 with incomes at or below 133% of federal poverty guidelines.

Appropriates $17,081,916 for fiscal year 2014-2015 to cover administrative costs of expansion: $5,830,817 from General Fund (state share) and $11,251,098 from federal Medicaid receipts (federal share).

Reduces appropriations to other state programs by a total of $30,994,620 to offset expansion costs: $8,185,997 from Mental Health Division, $14,308,623 from AIDS Drug Assistance Program, and $8,500,000 from Inmate Health Care.

Appropriates $25,163,802 for fiscal year 2014-2015 to the Medicaid Rebase, representing savings from reduced non-Medicaid program spending minus state administrative costs.

Repeals Section 3 of S.L. 2013-5 and becomes effective July 1, 2014.
