Charter schools with at least 30% enrollment of students with disabilities requiring individualized education programs (IEPs) must design an alternative accountability model to meet state performance standards.

State Board of Education must adopt alternative accountability guidelines and performance criteria for these charter schools by January 1, 2015, developed in conjunction with the Office of Charter Schools and Exceptional Children Division.

Alternative accountability model criteria exempt these charter schools from the standard requirement that demonstrates inadequate performance (no growth and annual performance composites below 60% in any two years within a three-year period).

Appropriates $53,000 in recurring funds for fiscal year 2014-2015 to the Department of Public Instruction, Office of Charter Schools to fund an additional half-time consultant position to implement the act.

Provisions become effective immediately upon enactment, with full implementation beginning in the 2015-2016 school year; appropriations effective July 1, 2014.
