Requires criminal history record checks of initial charter school board members during application process and of new board members prior to appointment, with current board members required to submit checks by September 1, 2014.

Eliminates the five-year review requirement and replaces it with a comprehensive evaluation conducted within three years of a charter school beginning operations, including site visits and written reports on academic, financial, and governance standards.

Requires charter schools to submit annual plans of performance and operation to their boards covering enrollment, student attrition, governance, finances, academic performance, and operational matters, with summaries submitted to the State Board of Education.

Authorizes the State Board to require remedial plans for charter schools found in noncompliance with state/federal law or charter terms, with failure to meet conditions making the school subject to nonrenewal or termination.

Appropriates $206,614 in recurring funds for fiscal year 2014-2015 to fund two additional consultant positions in the Office of Charter Schools to implement these accountability measures.
