Directs the Joint Legislative Transportation Oversight Committee to review North Carolina's motorcycle helmet laws and those of other states to determine whether exceptions to mandatory helmet use should be allowed.

Requires the study to analyze current statutory helmet requirements, effectiveness of helmets and helmet laws, impacts on medical costs and insurance premiums, injury prevention methods, penalties for noncompliance, and fiscal implications for state and local governments.

Mandates the committee submit findings, recommendations, and any proposed legislation to the General Assembly on or before the convening of the 2014 Regular Session.

Takes effect upon becoming law.
