Requires parties to be notified of a $60 dispute resolution fee prior to mediation in criminal cases and mandates the fee be paid as part of any mediation resulting in dismissal.

Prevents criminal case dismissal through mediation unless the full $60 fee is paid within 45 days of mediation completion; cases with unpaid fees are remanded back to court for disposition.

Requires community mediation centers to obtain proof of fee payment before providing dismissal forms to the district attorney.

Authorizes courts to waive or reduce fees only through written order with findings of fact and conclusions of law determining just cause exists.

Directs the Conference of Chief District Judges to prescribe uniform statewide presumptive guidelines for computing retroactive child support obligations in addition to prospective obligations.
