Authorizes forensic and chemical analysts to testify remotely in criminal proceedings and administrative hearings if the State provides 15 business days' notice and the defendant fails to file a written objection at least 5 business days before the proceeding.

Requires remote testimony methods to allow the trier of fact and all parties to observe the analyst's demeanor and ensures the defendant's attorney has full opportunity for cross-examination.

Applies to analyst testimony regarding forensic testing results under G.S. 8-58.20 and chemical analysis of blood or urine under G.S. 20-139.1.

Appropriates up to $500,000 from the General Fund to the Administrative Office of the Courts for remote testimony equipment in at least three prosecutorial districts for fiscal year 2014-2015.

Most provisions become effective December 1, 2014; appropriations section becomes effective July 1, 2014.
