Authorizes the Division of Motor Vehicles to place a motor vehicle dealer or manufacturer license on probation in addition to existing authority to deny, suspend, or revoke licenses.

Adds probation as a potential disciplinary action for violations including material misstatements in applications, failure to comply with motor vehicle laws, fraud, deceptive advertising, and failure to pay civil penalties.

Changes the method of service for notice of suspension, revocation, nonrenewal, or probation from certified mail to service in accordance with Rule 4(j) of the North Carolina Rules of Civil Procedure.

Becomes effective October 1, 2014, and applies to all notices given on or after that date.
