Modifies the driver's license medical review process by allowing the Division of Motor Vehicles to deny, cancel, or restrict licenses (not just deny) based on medical reviews.

Changes the review board composition from the Commissioner plus four persons designated by the Public Health Commission to the Commissioner plus two medical professionals selected by the Commissioner, with compensation on an equitable basis.

Clarifies that a request for a hearing does not delay the adverse action taken by the Division following its initial medical review.

Updates references from "registered mail" to "certified mail" and corrects citation references to Chapter 132 of the General Statutes regarding public records exemptions.

Becomes effective October 1, 2014.
