Creates a subcommittee of the Joint Legislative Oversight Committee on Health and Human Services to study state oversight of county social services departments and potential conflicts of interest in the foster care system.

Requires the subcommittee to examine state oversight of county social services delivery, consistency across counties, and current federal law compliance regarding foster care authority.

Directs the subcommittee to review existing policies on whether county social services directors and employees can serve as foster parents and identify necessary legal changes to prevent conflicts of interest.

Mandates the subcommittee submit findings and recommendations to the Joint Legislative Oversight Committee by December 1, 2014, with a final report to the 2015 General Assembly prior to its convening.

Becomes effective upon enactment.
