Requires designers of retaining walls or similar erosion control devices with structural foundations to provide written certification that the device complies with applicable codes and specifications.

Requires certification that the device will be installed according to the approved erosion and sedimentation control plan.

Mandates that the Commission provide a copy of the erosion and sedimentation control plan approval and written certification to the Chief Building Code Enforcement Officer of the responsible local government.

Applies only to applicants in jurisdictions that do not administer or enforce their own erosion and sedimentation control programs under G.S. 113A-60.

Becomes effective October 1, 2014, for erosion and sedimentation control plans approved on or after that date.
