Repeals Sections 2 and 7 of Chapter 966 of the 1987 Session Laws relating to Duplin County commissioners and board of education.

Reorganizes Duplin County Board of Commissioners and Board of Education district designations effective December 2014, requiring commissioners and board members to reside in their designated districts.

Adds Harnett County to the list of counties where board of commissioners and school board vacancies are filled according to G.S. 153A-27.1 and G.S. 115C-37.1.

Requires unanimous vote by local boards of education when electing a superintendent within seven months before newly elected board members take office.

Requires unanimous vote by boards of commissioners when appointing a county manager within seven months before newly elected commissioners take office; applies only to Harnett County.
