Exempts the transfer of the Brevard Road Site (approximately 137.21 acres in Buncombe County) from Article 16 of Chapter 160A of the General Statutes and the Sullivan Acts, allowing the Henderson County Board of Commissioners and City Council of Asheville to transfer the property pursuant to an interlocal agreement executed April 16, 2014.

Requires equal division of sale proceeds between Henderson County and the City of Asheville if the property is sold.

Directs the City of Asheville's share of proceeds to be remitted to the Buncombe County Board of Commissioners for public safety purposes.

Authorizes Henderson County to use its share of proceeds for purchase and construction of a local law enforcement training center, which may include a live ammunition weapons training area.

Becomes effective upon enactment and expires December 31, 2016.
