Requires the North Carolina Commission on Indian Affairs to acknowledge receipt of Notice of Intent to Petition within 10 days and explain petition procedures to the petitioner.

Mandates the Recognition Committee conduct preliminary review within 60 days of receiving a fully documented petition and provide preliminary findings report to petitioner within 90 days.

Requires the Recognition Committee to conduct the hearing no later than 30 days after receiving any additional documentation requested during the review process.

Authorizes the Department of Administration to assign personnel to the Commission on Indian Affairs to assist with intake and review of new and existing petitions for State tribe recognition.

Becomes effective July 1, 2014.
