Corrects grammatical and stylistic errors throughout the statutes, including changing "the consumer complaint section of the Office of the Commissioner of Banks" to "State Home Foreclosure Prevention Project of the Housing Finance Agency" in mortgage default notice requirements.

Clarifies that Chapter 354 of the 1895 Private Laws (the original Columbus town charter) should be construed as the same act regardless of citation variations, and makes effective date correction to S.L. 2013-413 for July 1, 2015.
