Adjusts education funding allocations including $2 million annually to the Office of the Governor for competitive grants, modifies class size requirements for kindergarten through third grade, and extends developmental screening implementation to 2015-2016 school year.

Redirects $5 million in Community Development Block Grant funds from infrastructure to economic development categories and limits infrastructure projects to critical public water and wastewater systems only.

Establishes the North Carolina Institute of Medicine Board of Directors with 21 members appointed by the General Assembly and Governor (7 each from Speaker, President Pro Tempore, and Governor), with four-year terms and two consecutive term limits.
