Honors the life and memory of Leo Mercer, a former member of the North Carolina House of Representatives who served two terms between 1989 and 1992.

Recognizes Mercer's 33-year career with the United States Postal Service, serving as postmaster of Chadbourn from 1962 to 1984, and his service as Mayor of Chadbourn from 1969-1970, 1975-1982, and 1999-2005.

Acknowledges Mercer's service on the Columbus County Board of Education (1982-1988) and Board of Elections (2008-2011), and his five years as special assistant to Governor James B. Hunt, Jr.

Notes Mercer's honors including North Carolina Postmaster of the Year (1978), a section of NC Highway 410 named in his honor, and the Order of the Long Leaf Pine (2012).

Directs the Secretary of State to transmit a certified copy of the resolution to Mercer's family, effective upon ratification on May 28, 2014.
