Amends G.S. 20-7(n) to modify the technical standards for driver's license photographs in North Carolina.

Replaces specific requirement for "color photograph, or a properly applied laser engraved picture on polycarbonate material" with more flexible language requiring "a color photograph of the license holder applied to material that is measured by the industry standard of security and durability and is resistant to tampering and reproduction."

Maintains all other driver's license requirements including name, address, physical description, date of birth, identifying number, vehicle classes and restrictions, signature, and issue/expiration dates.

Preserves existing requirements for horizontal format licenses for applicants 21 and older and vertical format licenses for applicants under 21.

Becomes effective upon enactment into law.
