Reenacts authorization for the Department of Transportation to participate in private developer contracts for improvements to the state highway system.

Limits DOT participation to the lesser of ten percent of project costs or $250,000.

Extends the expiration date of the original authorization from December 31, 2011 to December 31, 2016.

Authorization was recommended by the Joint Legislative Transportation Oversight Committee.
