Notes that the military is the second largest sector of North Carolina's economy, accounting for 10% of gross state product worth $48 billion, with over 540,000 individuals employed directly or in support roles.

Acknowledges defense-related businesses operating in 87 of North Carolina's 100 counties with over $3.4 billion in defense procurement contracts during 2012.

Affirms North Carolina's commitment to maintaining the best relationship with the United States military and promoting land uses compatible with military activities to preserve the state's position as a premier military location.
