Notes that six major Department of Defense and Department of Homeland Security installations are located in North Carolina, including Fort Bragg, Camp Lejeune, and two Marine Corps Air Stations.

Acknowledges that approximately 800,000 veterans and 147,000 active-duty guard and reserve military personnel reside in North Carolina, making it one of the largest active-duty military populations in the country.
