H.B. 1133 - Technical and Other Corrections

• Makes technical corrections to General Statutes and session laws as recommended by the General Statutes Commission, addressing citation errors, statutory references, and organizational changes across multiple chapters and agencies.

• Implements nomenclature changes renaming the "State Personnel System" to the "State Human Resources system" and the "Office of State Personnel" to the "Office of State Human Resources" throughout state law.

• Standardizes report submission dates to the General Assembly by changing numerous agency reporting deadlines from various dates (October 1, February 1, etc.) to uniform dates (October 15, February 15, etc.) for education and related state board reports.

• Makes substantive changes to various regulatory and administrative provisions, including updates to firearm disposition procedures, victim rights definitions, GED certificate terminology changes to "adult high school equivalency diploma," and modifications to various professional licensing and regulatory requirements.

• Extends or modifies effective dates and implementation timelines for several prior enacted laws, including provisions related to commercial driver's licenses, electronic lien systems, data sharing initiatives, and pilot programs for high school dropout age requirements.
