Reduces the lineal frontage requirement for Cleveland County road improvement petitions from 75% to 70% of abutting property owners.

Maintains the requirement that at least 75% of property owners must sign the petition, but lowers the frontage threshold they must represent.

Applies only to Cleveland County and becomes effective immediately upon enactment.

Preserves existing rules regarding exclusions for federal property, state property consent requirements, and railroad company property assessment eligibility.

Establishes a 90-day statute of limitations for challenging petition validity based on county compliance with the petition requirements.
