Repeals Section 10.2 of S.L. 2013-413, removing previous restrictions on local government ordinances.

Requires the Department of Agriculture and Consumer Services to report to the Environmental Review Commission by November 1, 2014 and November 1, 2015 on any local government ordinances that interfere with areas under the Department's regulation.

Requires the Department of Environment and Natural Resources to report to the Environmental Review Commission by November 1, 2014 and November 1, 2015 on any local government ordinances that interfere with areas under the Department's regulation.

Prohibits counties, cities, and other political subdivisions from adopting ordinances regulating fertilizer use, sale, distribution, storage, transportation, disposal, formulation, labeling, registration, manufacture, or application in areas regulated by the Board of Agriculture.

Preserves local authority to exercise planning and zoning powers, fire prevention authority, and inspection authority, and maintains the Department of Environment and Natural Resources' authority to enforce water quality standards.
