Establishes a new "pub" category in North Carolina's alcoholic beverage control law, defined as a for-profit establishment organized for social or recreational purposes with a maximum occupant load of 150 or fewer persons as determined by the fire marshal.

Authorizes the ABC Commission to issue on-premises malt beverage, unfortified wine, fortified wine, brown-bagging, special occasion, and mixed beverage permits to pubs in addition to other eligible establishments.

Amends mixed beverage election language and regulations to include pubs alongside hotels, restaurants, private clubs, community theatres, and convention centers.

Allows pubs to be either open to the general public or restricted to members and their guests.

Directs the ABC Commission to adopt rules for implementation, with a grandfather clause allowing existing private clubs that meet the pub definition to retain their permits without private club restrictions.
