Updates the State Nature and Historic Preserve components list from May 5, 2009 to May 6, 2014, reflecting over 17,000 acres added to the State Parks System since the last dedication.

Adds Grandfather Mountain State Park and Yellow Mountain State Natural Area to the preserve; removes Gorges State Park from the original list but immediately re-adds it with specified land exclusions.

Adds four new state parks to the preserve: Gorges State Park, Lower Haw State Natural Area, Lumber River State Park, and Mitchells Millpond State Natural Area, each with designated tracts excluded from protection.

Excludes various specific land parcels from multiple state parks including Crowders Mountain, Lake James, Chimney Rock, and others, allowing the state to exchange or sell these tracts for park expansion or improvements.

Authorizes specific non-park uses on preserve lands, including communications tower placement at Mount Jefferson, easements for Duke Energy and Piedmont Natural Gas projects, and utilities improvements across designated parcels.
