Repeals Section 19(c) of S.L. 2013-413 and modifies the effective date of subsection (b) to October 1, 2013, with no expiration date.

Changes terminology from "carbon monoxide detectors" to "carbon monoxide alarms" throughout state building code standards for dwelling units and lodging establishments.

Requires lodging establishments (hotels, motels, tourist homes with 7+ continuous day stays, and bed and breakfast inns) to install electrical carbon monoxide alarms in all sleeping units with combustion appliances or sharing walls/ceilings with such units, or alternatively install a carbon monoxide detection system compliant with NFPA 720.

Establishes enforcement procedures requiring code officials to notify local health directors of imminent hazard violations immediately and non-imminent violations within specified timeframes, allowing lodging establishments a 3-working-day correction period for non-imminent violations.

Directs the Building Code Council to adopt rules by March 31, 2015 (effective by June 1, 2015) incorporating 2015 International Fire Code standards for carbon monoxide alarms in lodging establishments and to mandate annual inspections of such facilities.
