Limits isolated wetland impacts to 1 acre east of I-95 and 1/3 acre west of I-95 for entire projects under the Environmental Management Commission's isolated wetland review process.

Changes the mitigation ratio for isolated wetland impacts from the current requirement to a 1:1 ratio.

Requires the Environmental Management Commission to adopt a permanent rule codifying these impact limits and mitigation ratio changes, with the rule becoming effective under expedited procedures without standard rulemaking objection processes.

Directs the Department of Environment and Natural Resources to study whether mountain bog isolated wetlands should have different surface area regulatory thresholds than other isolated wetlands, with findings due to the Environmental Review Commission by November 1, 2014.

Becomes effective upon enactment, with the interim provisions expiring once the permanent rule becomes effective.
