Requires mopeds to be registered with the North Carolina Division of Motor Vehicles using the same base fee and registration card/plate system as motorcycles.

Mopeds must have a manufacturer's certificate of origin and be designed and manufactured for use on highways or public vehicular areas to qualify for registration.

Allows applicants without a manufacturer's certificate of origin to submit an affidavit explaining why, and the Division must issue registration without requiring a bond.

Directs the Joint Legislative Transportation Oversight Committee to study moped safety, including accident data, injury statistics, and whether insurance should be required for moped operation on public streets or highways.

Effective July 1, 2015, for Sections 1-3; directs Committee to report findings and recommendations to the 2015 General Assembly.
