Removes the 50% expenditure cap on individual road, open space, and recreation projects funded by fees collected by the Town of Zebulon.

Eliminates the distinction between spending timelines for projects the Town provides alone (6 years) versus projects done in conjunction with other units of government (10 years).

Consolidates spending requirements so all fees collected must be spent within 10 years after collection, regardless of whether projects are undertaken by the Town alone or with other government units.

Maintains the requirement that fees be placed in separate trust funds and used only for their designated project types (road/drainage, open space, or recreation).
