Amends G.S. 62A-42 to define "back-up PSAP" as a facility equipped to operate as part of the 911 system with all features of its associated primary PSAP, receiving calls when transferred from the primary PSAP or through alternate routing when primary calls cannot be completed.

Requires the 911 Board to ensure individual PSAP plans incorporate a back-up PSAP as part of developing the state 911 Plan and establishing operating standards for PSAPs and back-up PSAPs.

Authorizes the 911 Board to reduce, suspend, or terminate distributions to PSAPs that do not comply with Article requirements.

Requires each PSAP to have a plan and means to serve as a back-up PSAP and maintain that capability for 911 call taking if the primary PSAP cannot receive and process calls.

Allows 911 Fund distributions to be used for dispatch equipment located exclusively within a building where a PSAP or back-up PSAP is located.
