Clarifies that "workforce data" in the education longitudinal data system consists of individual-level data relating to employment status, wages, employment location, and employer information.

Establishes the North Carolina Longitudinal Data System Board as an independent entity administratively located within the Department of Public Instruction, with authority to employ staff including an executive director.

Expands the Board's powers to include contract authority, data quality oversight, research request approval, and receipt of funding from state appropriations, grants, and federal sources.

Designates the Board (rather than the System itself) as the authorized representative for accessing student records from education institutions and state agencies for research purposes.

Restructures data access regulations to require Board oversight of de-identified data use, aggregate reporting only, and compliance with FERPA and privacy laws.
