Authorizes the Office of Administrative Hearings to allow documents in contested cases to be filed electronically through an Electronic Filing Service Provider.

Defines "electronic filing" as the electronic transmission of petitions, notices of hearing, pleadings, and other documents in contested cases via the Internet.

Defines "Electronic Filing Service Provider (EFSP)" as the service provided by the Office of Administrative Hearings for electronic filing and service of documents.

Permits electronic service of documents as an alternative to other methods specified in existing law, with specific procedures to be defined by Office of Administrative Hearings rules.

Becomes effective upon enactment and applies to contested cases filed on or after the effective date.
