Authorizes the Division of Motor Vehicles to offer remote renewal of Class C drivers licenses by mail, telephone, electronic device, or other secure means approved by the Commissioner.

Establishes eligibility requirements including: valid unexpired Class C license issued at age 18 or older, no restrictions except corrective lenses, attestation of residency and information accuracy, and most recent renewal was in-person.

Permits the Division to waive the examination and photograph requirements for remote renewals.

Sets remote-renewed licenses to expire four years after the expiration date of the license being renewed, rather than the standard renewal period.

Effective upon enactment once the Division of Motor Vehicles adopts implementing rules; does not supersede more restrictive federal law or regulations.
