Allows the Carrboro Board of Aldermen to fill vacant alderman seats through either appointment or special election, rather than mandatory special election.

A special election is optional only when one or more years remain unexpired on the vacant seat; vacancies with less than one year remaining must be filled by appointment.

When a special election is called for a vacant seat, it cannot be scheduled between the first Monday in July and the last Monday in August.

If a vacant seat's special election is held on the same date as a municipal general election, candidates for alderman file as general candidates and the four highest vote-getters fill all positions (four-year terms and remaining vacancy term).

Effective upon enactment and applies to any board of aldermen vacancy occurring on or after the effective date.
