Proposes a constitutional amendment to legalize medical use of cannabis through a regulated system, to be submitted to voters on November 4, 2014.

Establishes the North Carolina Medical Cannabis Act allowing qualified patients with debilitating medical conditions to possess up to an "adequate supply" of cannabis (24 ounces or 250 square feet of garden canopy for inhalation use) without criminal penalty.

Creates a regulated supply system administered by the Department of Agriculture and Consumer Services with licensing for medical cannabis centers, cannabis producers, and cannabis-infused product producers, funded through $5,000 initial licenses and 10-15% monthly gross revenue fees.

Provides legal protections for qualified patients, designated caregivers, physicians, and licensed producers from arrest, prosecution, and penalties; prohibits discrimination in employment, housing, school enrollment, and organ transplants based on medical cannabis use.

Establishes the North Carolina Cannabis Research Program through UNC System to study safety and efficacy of cannabis for medical treatment and develop quality control and cultivation standards.
