Allows the North Carolina National Guard to approve capital expenditures for projects funded entirely with federal funds, with all operating costs also covered by federal funds.

Adds National Guard projects to G.S. 143C-8-12, which previously applied only to University of North Carolina capital projects funded with non-General Fund sources.

Permits the Adjutant General to reallocate unused State funds among National Guard projects and allows reallocation to armory and facilities projects approved by Congress that require State matching funds.

Exempts capital projects for training purposes at National Guard facilities costing $100,000 or less and funded entirely with federal funds from standard Article 8 requirements.

Requires the North Carolina National Guard to report expenditures made under these provisions to the Office of State Budget and Management and the Joint Legislative Commission on Governmental Operations.
