Repeals G.S. 150B-19.1(h), eliminating a requirement in the state's rule-making process.

Removes the requirement that agencies obtain a certification from the Office of State Budget and Management confirming adherence to regulatory principles before adopting permanent rules with substantial economic impact.

Defines "substantial economic impact" as an aggregate financial impact of at least $1,000,000 in a 12-month period.

Maintains the requirement for fiscal note preparation and approval by the Office of State Budget and Management for rules with substantial economic impact.

Effective immediately upon enactment and applies to proposed rules published after the bill becomes law.
