Amends the definition of "built-upon area" under stormwater law to exclude gravel, removing it from the list of surfaces regulated as impervious or partially impervious.

Prohibits the Environmental Management Commission and Department of Environment and Natural Resources from defining "gravel" for stormwater program purposes unless specifically authorized by the General Assembly.

Directs NC State University's Department of Biological and Agricultural Engineering to conduct a study on the perviousness of different aggregate surfaces, including variables such as aggregate type, soil conditions, compaction levels, and depth.

Requires an interim report by September 1, 2014 and a final report by January 1, 2015 on the aggregate surface study.

Allocates up to $110,000 from Department of Environment and Natural Resources funds for the 2013-2015 biennium to fund the study.
