Modifies the Current Operations and Capital Improvements Appropriations Act of 2013 for the fiscal biennium ending June 30, 2015.

Appropriates funds from the General Fund, State Highway Fund, and State Highway Trust Fund for state departments, institutions, and agencies.

Appropriates federal block grant funds for the Department of Health and Human Services and other entities for the fiscal year ending June 30, 2015.

Reenacts and incorporates the State Budget Act (Chapter 143C of the General Statutes) by reference.

Becomes effective July 1, 2014, with textual provisions applying only to the 2013-2015 fiscal biennium unless otherwise indicated.
