Modifies the Current Operations and Capital Improvements Act of 2013 and designates this act as the "Current Operations and Capital Improvements Appropriations Act of 2014"

Appropriates funds from the General Fund, State Highway Fund, and State Highway Trust Fund for state departments, institutions, and agencies for the biennium ending June 30, 2015

Appropriates federal block grant funds for DHHS (Department of Health and Human Services) and NER (Non-Education Regulatory) programs for the fiscal year ending June 30, 2015

Incorporates the State Budget Act (Chapter 143C of the General Statutes) by reference and specifies that most textual provisions apply only to the 2013-2015 fiscal biennium

Becomes effective July 1, 2014
