Extends eligibility for master's degree salary supplements and "M" salary schedule placement for school employees, deferring previous cutoff restrictions that began in 2014-2015 school year.

Allows teachers and instructional support personnel who completed at least one class toward a degree prior to July 1, 2013 to qualify for the supplement upon degree completion.

Permits teachers and instructional support personnel not covered by other provisions to qualify if they spend at least 70% of work time teaching in their graduate field or working within their area of graduate preparation.

Maintains eligibility for certified school nurses and instructional support personnel in positions requiring a master's degree for licensure.

Appropriates $18,700,000 from the General Fund to the Department of Public Instruction for fiscal year 2014-2015 to fund the extended eligibility; effective July 1, 2014.
