Creates new Article 18 in Chapter 15A of General Statutes to prohibit use of matricula consular or similar consulate/embassy documents as identification for determining identity or residency by government officials and law enforcement.

Prohibits local governments from establishing policies or ordinances accepting matricula consular or similar foreign consulate documents as valid identification, and repeals any existing contradicting local policies.

Removes matricula consular and similar foreign consulate documents from the list of acceptable residency proof for motor vehicle registration purposes under G.S. 20-7(b4).

Removes matricula consular and similar foreign consulate documents from the list of acceptable residency proof for motor vehicle insurance purposes under G.S. 58-2-164(c).

Removes foreign consulate documents from the list of acceptable domicile documentation for certain governmental purposes under G.S. 108A-55.3(b); effective upon enactment.
