Waives the 12-month state residency requirement for eligible veterans to qualify for in-state tuition rates at North Carolina public universities and community colleges.

Eligible veterans must have been discharged or released under other than dishonorable conditions, enroll within three years of discharge, have North Carolina as their home of record or last duty station, and qualify for 100% federal G.I. Bill benefits (Chapter 30 or 33).

Extends in-state tuition eligibility to spouses and dependent relatives of qualifying veterans who receive transferred federal educational benefits and enroll within three years of the veteran's discharge.

Appropriates $5,000,000 to the University of North Carolina Board of Governors and $1,900,000 to the State Board of Community Colleges for the 2014-2015 fiscal year to implement the provisions.

Becomes effective July 1, 2014, and applies to veterans discharged on or after that date and their eligible spouses and dependents.
