Repeals the exemption that previously excluded employees with less than nine months of employment from e-verify requirements, making the e-verify system apply to all employees regardless of employment duration.

Establishes a nine-month waiver process allowing employers to request temporary exemptions from e-verify requirements for farm workers by demonstrating good faith hiring efforts for citizens or workers with valid work authorization.

Waivers are limited to a specified number of newly hired farm workers and are effective for nine months only.

Imposes a civil penalty of $5,000 per false statement made on waiver applications, enforced by the Department of Labor.

Appropriates $60,000 to the Department of Labor to hire an additional investigative assistant to administer the waiver system, effective July 1, 2014; remaining provisions effective October 1, 2014.
