Modifies the Current Operations and Capital Improvements Appropriations Act of 2013 for the 2013-2015 fiscal biennium ending June 30, 2015.

Appropriates funds from the General Fund, State Highway Fund, and State Highway Trust Fund for maintenance, operation, and capital improvements of state departments and agencies.

Appropriates federal block grant funds for the Department of Health and Human Services and other entities for the fiscal year ending June 30, 2015.

Incorporates the State Budget Act (Chapter 143C of the General Statutes) by reference and establishes that most textual provisions apply only to the 2013-2015 fiscal biennium unless otherwise indicated.

Becomes effective July 1, 2014.
