Prohibits counties and cities from adopting or enforcing ordinances regulating the use, sale, distribution, storage, transportation, disposal, formulation, labeling, registration, manufacture, or application of fertilizers, while preserving planning, zoning, fire prevention, and inspection authority.

Expands restrictions on county forestry regulations to prohibit ordinances controlling the removal, replacement, and preservation of trees on private property, in addition to existing prohibitions on regulating forestry on present-use value forestland and forestry conducted under approved management plans.

Expands restrictions on city forestry regulations identically to counties, prohibiting ordinances controlling tree removal, replacement, and preservation on private property within city jurisdiction.

Preserves local authority to regulate development-related activity, deny building permits, or refuse site/subdivision plan approval for up to 3 years (or 5 years if willful violation) following timber harvest that removes protected trees.

Maintains local planning and zoning authority, fire prevention and inspection authority, and ability to adopt ordinances necessary to comply with federal or state law; effective upon enactment.
